Political relations between Ukraine and the Islamic Republic of Pakistan

3. Political cooperation

Bilateral relations between Ukraine and Pakistan are traditionally characterized by high level of mutual understanding in political-diplomatic, military-technical, trade-economic, as well as cultural-humanitarian fields.

Ukrainian-Pakistani relations had started long before the official recognition by Pakistan of Ukraine’s independence (December 31, 1991) and establishing diplomatic relations (March 16, 1992). Back in 1960-70 Ukrainian specialists contributed to development of key industries of national economy of Pakistan. In particular, to construction of the Pakistan Steel Mills in Karachi, hydroelectric plants in Tarbela and Kalabagh. Agricultural machinery and trucks which were produced by Ukrainian enterprises, were imported.

The Embassy of Pakistan in Ukraine started its activities in October 1997 in Kyiv. The Embassy of Ukraine in Pakistan has been functioning in Islamabad since the January 1998.

 Political dialogue between Ukraine and Pakistan takes place at the level of Presidents (on the sidelines of the UN General Assembly in 1993, 1997, 2003), Prime Ministers (World Economic Forum in Davos, 2008), Foreign Ministers (the Foreign Minister of Pakistan visited Ukraine in 1994, the Minister for Foreign Affairs of Ukraine met Foreign Policy Advisor to the Prime Minister of Pakistan at the Meeting on Cooperation and Confidence Building Measures in Asia (2016, Beijing). In November 2016, the Minister of Defense of Ukraine paid a maiden visit to Pakistan. May 18-21, 2021, the Chief of Army Staff of Pakistan paid an official visit to Ukraine. August 10, 2021 and February 27, 2022, Foreign Ministers of two states had telephone conversations. March 29, 2022, the President of Ukraine had telephone call with Prime Minister of Pakistan.

February 17, 2023, Foreign Ministers of two states held a meeting at the sidelines of the Munich Security Conference. February 22, 2023, the President of Ukraine Volodymyr Zelenskyy had a telephone conversation with Arif Alvi, the President of the Islamic Republic of Pakistan.

July 20-21, 2023, the Minister for Foreign Affairs of Ukraine Dmytro Kuleba paid a visit to Pakistan. He had meetings and negotiations with Prime Minister Shehbaz Sharif, Minister of Foreign Affairs Bilawal Bhutto Zardari, Chief of Army Staff General Asim Munir.

May 23, 2024, the First Deputy Foreign Minister of Ukraine Andrii Sybiha‎ had a telephone call with the Foreign Secretary of Pakistan Syrus Qazi.

The last round of political consultations between the Foreign Ministries of two states took place in June 2016 in Kyiv.

The principled position of Pakistan concerning the resolution of interstate conflicts, which is based on such principles as respect for the independence, territorial integrity and sovereignty of states as well as resolution of disputes through peaceful political means, defines the neutrality of Pakistan regarding the Russian aggression against Ukraine and temporary occupation of the Autonomous Republic of Crimea.

A military-technical cooperation remains one of the pillars of Ukrainian-Pakistan relations. The initial important contracts in a military-technical sphere were signed in 1996, including a multimillion-dollar tank contract which provided Pakistan with modern tanks, and Ukrainian enterprises with perspective long-term orders.

The high level of mutual understanding between Ukraine and Pakistan in political and diplomatic spheres along with traditionally active military-technical collaboration and enormous potential of cooperation in trade and economic domains, provide favorable conditions for further development of bilateral Ukrainian-Pakistani relations.
